Joy has a broad-based, 20+ year career including government relations, policy and budget analysis, community engagement, fundraising and foundation management. Governor Brian Kemp appointed her to serve as Executive Director of the Governor’s Office of Student Achievement in January 2019.
Before joining Governor Kemp’s team, Joy served as the director of Literacy For All, a donor-advised initiative of the Community Foundation for Greater Atlanta and a campaign to break the multigenerational cycle of low literacy in Georgia. Under her direction, the Georgia Literacy Commission was formed and produced comprehensive recommendations for birth through career literacy improvements.
Joy has served on the DeKalb School System Foundation Board, Georgia State University Political Science Advisory Board, GLISI Advisory Board, and Board of Trustees with Chamblee United Methodist Church. She has two grown children and resides in Sandy Springs.
